I have some concerns regarding global resources, particularly in science. This is due to strong local censorship imposed by the culture, religion or other authorities, where a strong belief that everything is created by God (Allah) is opposed by some western cultural following of Darwin and evolution. Global resources may need to be modified to suit local culture.

The Digital Study Hall (DSH) using technology to enhance social learning in India I think is an effective use of technology, that fits with the economic capacity of the area where it is used, and the local infrastructure of Internet connections or lack of them.
