It is, isn't it, Cathy.

It shows an open and welcoming attitude towards a variety of languages and diversity in the country.

I am not sure why such a sign could end up displeasing anyone.  To me, it shows the richness of languages in the world (that is reflected in big cities like London or indeed Bristol, where I live).
