Fostering Learning in the Networked World: The Cyberlearning Opportunity and Challenge

Apart from concrete examples of projects that have worked (Galaxy Zoo, Whyville, Simcalc and remote lab), the policy documents seemed to contain a lot of rhetoric which I am not sure reflects reality. The idea that school students and parents today have:

"seamless access to school materials and homework assignments and continue to collaborate with classmates in virtual environments"

seems to contradict evidence describing the divide between pupils, schools, teachers and parents, as described in this article

Can students effectively manage their "rich immersive learning environment" without sufficient guidance from teachers, who also need training in how to manage web 2.0 learning?

I found a policy document relating to ASEAN countries.

A significant obstacle to the effective implementation of e-learning in these countries is the

"drill and practice type of learning, where computers are seen as tutors, rather than as tools towards engaging students in critical and interactive learning".

This highlights the need for resource sharing and teacher training which can be brought about by the web.

Accessibility is an overarching issue, but whereas in the US/UK, the focus is on access via mobile devices, countries like the Philippines and Indonesia are still concentrating on broadband supply to universities. Overall, accessibility to e-learning for parents, teachers and students, and collaboration with industry and other institutions seem to be important future goals.
