I made the mistake of wallpapering two bedrooms, the painted walls underneath are so crap that I will perpetually be wallpapering those rooms now. Only sensible thing I did was go plain and generic so I won't have to redo them until the stuff peels off. Until then I will buy the kids heavy metal posters to stick over the damaged bits.
I asked the painters about this today. Wallpaper paste keys well with wallpaper and plaster; on paint [you might get away with it on emulsion] it's a no-no. They suggested a heavy sanding, a wash-down with paint-thinners and a sugar soap wash. You need a clean and porous surface.
