The definition part of the clue is Reasonsive device and the wordplay is when a person is out. "out" is a pointer to an anagram of "when a person" and the solution is answerphone - a responsive device.

Oh I see. I'd guessed at tat as the answer, but saw the clue as a double (or even single) definition. I'd missed that 'is out' is also an anagrind. Very clever, though.

I found it in book of crosswords I’ve been working through in idle moments and I thought it was rather good.
